Message from the Chair of the Board of Directors

Dear Clients, Shareholders, and Partners!
I am pleased to present the 2025 Sustainability Report of Otbasy Bank JSC (hereinafter referred to as Otbasy Bank, or the Bank). This report reflects the values, responsibility, and long-term choices made daily by the Bank’s employees as they work for the people and the future of our country.
The year 2025 confirmed that Kazakhstan is confidently shaping a new ESG agenda in Central Asia. The implementation of national carbon neutrality standards, the growing share of renewable energy sources, and the state's ambitious climate commitments to reduce emissions are not an abstract agenda but a clear strategic course recognized by international organizations such as the Organisation for Economic Co-operation and Development (OECD) and the United Nations Development Programme (UNDP). For financial institutions, this course demands active participation in these transformations rather than mere adaptation.
Otbasy Bank deliberately and consistently adheres to the principles of sustainable development, viewing them not as a standalone business line but as the very foundation of sustainable growth. For us, sustainability means the trust of our citizens, social justice, and a responsible approach toward future generations.
The social agenda has always been and remains the core of Otbasy Bank’s operations. In 2025, the Bank became a national development institution, which strengthened its role in the implementation of the state housing policy. The "Nauryz" program and its new tracks, "Nauryz Zhumysker" and "Nauryz Askeri", are aimed at supporting large families, orphans, persons with disabilities, youth, industrial and factory workers, as well as military personnel. The execution of these initiatives expands access to housing for socially significant categories of citizens and generates a lasting social impact, receiving positive recognition from both the public and the expert community. This fact is corroborated by the results of a population survey conducted as part of a public opinion study on Otbasy Bank’s reputation in 2025. The vast majority of respondents recognize Otbasy Bank as a socially responsible financial institution.
In 2025, this work received objective validation. Otbasy Bank was recognized as the ESG bond market leader by the Kazakhstan Stock Exchange (KASE). The volume of social bonds issued approached 500 billion KZT, and the mobilized funds became a tangible instrument for resolving the housing needs of thousands of families.
The international rating agency Sustainable Fitch upgraded Otbasy Bank’s sustainability score from 55 to 60 points, confirming the ESG rating at "3". This indicates that the Bank successfully continues to develop its social programs, transparently discloses its ESG initiatives, and effectively embeds sustainability principles into its operations.
Sustainable Fitch highlighted the significant social impact of Otbasy Bank’s activities, which occupy a pivotal place in the implementation of Kazakhstan’s state housing policy. For instance, in 2025, Otbasy Bank helped 381 families raising children with disabilities, 469 individuals with Group 1 and 2 disabilities, 729 large families, and 259 Kazakhstanis on the housing waitlist under the "orphans and children left without parental care" category to move into their new homes. The total amount of loans issued to these categories reached 24 billion KZT. In total, 1 842 preferential loans were issued to socially vulnerable segments of the population in 2025.
At the same time, sustainable development is impossible without environmental responsibility. This is precisely why the development of "green mortgages" holds a special place in the Bank's work. Otbasy Bank is the first and only bank in Kazakhstan to implement this instrument as a practical embodiment of sustainability principles. I am convinced that the environmental friendliness of housing in Kazakhstan should become as much of a standard as its affordability and quality. Constructing energy-efficient homes is a contribution not only to resource conservation but also to the creation of a healthy urban environment. The Bank has been issuing green mortgage loans since 2023, allocating its own funds annually for this financing. The project's geography includes Astana, Almaty, Shymkent, Kosshy, Turkistan, as well as the East Kazakhstan, Abai, Zhetisu, Almaty, and Aktobe regions. In total, 1 825 loans worth 46.1 billion KZT have been issued.
The industry accolade, Green Awards 2025, presented to the Bank by the Kazakhstan Green Building Council (KazGBC), stands as validation of the path we have chosen.
The growing trust of citizens in the Bank deserves special mention. In 2025, Kazakhstanis opened a record number of deposits – one million new accounts. Today, 3.4 million people are saving with Otbasy Bank for their own housing, and for more than 77 thousand families, the dream of a home became a reality in 2025. Every third borrower this year purchased their first home, which is a vital indicator of the Bank's performance efficiency.
For Otbasy Bank, sustainable development is neither a reporting term nor a one-off initiative. It is a long-term commitment to society, the state, and future generations. We will continue to strengthen our sustainability approaches, develop social and green financial instruments, and contribute to the sustainable development of Kazakhstan.
