Gender Policy

The link between ensuring gender equality and accelerating economic development is widely recognized by leading international financial institutions, including the European Investment Bank, the European Bank for Reconstruction and Development (EBRD), and the Asian Development Bank (ADB). Sharing this approach, the Bank directs efforts and resources toward shaping a society where women and men possess equal opportunities to realize their full potential.

The Bank integrates a gender-sensitive lens into its strategic planning processes, as well as into the formulation and implementation of internal regulations, projects, and research. Under this policy, the Bank commits to:

-     Promoting equality between women and men across all areas of activity;

-     Ensuring the collection and analysis of high-quality, gender-disaggregated data;

-     Cultivating a social, physical, and psychological environment that fosters equal and fair treatment of women and men.

The Bank actively promotes female leadership and supports women's initiatives.

The Bank has signed the global Women’s Empowerment Principles (WEPs) initiative, developed by UN Women in partnership with the UN Global Compact in 2010. The document serves as a practical guide for business and the corporate sector, offering recommendations to promote gender equality across three core dimensions:

-     Within the company (workplace environment),

-     In marketplace interactions (with clients and the market),

-     In the community (through the implementation of social projects).

Signing the WEPs confirms the Bank’s public commitment to actively advancing gender equality and women's empowerment.

Throughout her professional career, the Chairman of the Bank's Management Board, Lyazzat Ibragimova, has consistently championed the principles of gender equality in Kazakhstan. Under her leadership, the "Damu" Entrepreneurship Development Fund launched Central Asia's first credit line supporting women’s entrepreneurship, funded by the European Bank for Reconstruction and Development (EBRD). In 2016, the President of the EBRD, Suma Chakrabarti, presented Lyazzat Ibragimova with an award for her outstanding contribution to promoting gender equality.

In 2023, Otbasy Bank became the sole representative from Kazakhstan to receive the Central Asia Regional Economic Cooperation (CAREC) program award for its active promotion of gender equality.

The Bank successfully operates the "Umai" women's mortgage program, implemented in close partnership with the Asian Development Bank. The program is designed to expand women's access to affordable housing finance and boost their economic activity. The Bank plans to continue implementing and expanding this program, leveraging accumulated experience and its strategic priorities in sustainable development and gender equality.
