Implementation of Social Programs and Projects
The Bank serves as one of the key operators in implementing the state housing policy. In the reporting year, the Bank launched special housing programs aimed at various social groups, including large families, families raising children with disabilities, persons with disabilities, orphans, military personnel, youth, women, and young scientists.
Among them, the following programs were launched in 2024:
The Nauryz and Otau programs, aimed at improving housing conditions for citizens of Kazakhstan, including residents of single-industry towns, small towns, district centers, and rural settlements. The Nauryz and Otau programs offer identical conditions; however, Nauryz is a social initiative developed at the instruction of the President of the Republic of Kazakhstan within the broader national economic growth strategy. These programs offer additional opportunities for youth through a higher score ranking system and provide preferential loan rates of no more than 7 % for socially vulnerable population groups. The programs are funded through the issuance of social bonds on the market, borrowed funds, and the Bank’s own capital. A streamlined online application process was developed via videobanking and the Baspana Market Bank’s real estate portal, making loan access more convenient and inclusive, especially for residents of remote areas.
The Asyl Meken program, focused on improving housing conditions for residents of rural settlements. This program is implemented following the President’s directive to shift the Bank’s focus from regional centers to districts, single-industry towns, and villages, supporting rural infrastructure development and improving housing accessibility. It includes the purchase of housing (both new and secondary market) and loans for the construction of individual residential homes with land plots. Loans are issued for housing located in rural areas that meet the Bank’s collateral requirements. The program is funded by the Bank’s own resources.

The share of social mortgage loans in the total portfolio accounts for 39 %.
In addition, since 2020, the Bank has implemented a dedicated program for children – the Arnau children’s savings deposit. The program aims to accumulate funds for the child’s future housing. A key advantage of the program is a simplified future procedure for income verification. The savings are incentivized by a government bonus of 20 % of the annual deposit amount, up to a cap of 200 monthly calculation indices (MCI). Upon reaching 18 years of age, the child becomes the full owner of the deposit and may use the accumulated funds to obtain a preferential housing loan. As of 1 January 2025, a total of 32,755 children’s deposits were opened with a total value of KZT 5.8 billion.
Since 2021, the Bank has participated in a national social project enabling the use of pension savings exceeding the minimum sufficiency threshold to improve housing conditions and/or pay for medical treatment, in accordance with the Social Code of the Republic of Kazakhstan. Under the enpf-otbasy.kz project, the Bank processed 2,381,680 applications totaling KZT 4.2 trillion.
Since 2022, the Bank has implemented a government-funded rental housing subsidy program for socially vulnerable groups (including local akimats). In the reporting year, the Bank continued to assign and disburse payments to certain categories of citizens for renting housing in the private housing stock. In 2024, a total of KZT 11.7 billion was allocated to the program, including KZT 8.3 billion from the republican budget and KZT 3.4 billion from local budgets. Of this, KZT 9.7 billion was utilized (KZT 7.7 billion and KZT 1.9 billion respectively), and the unused balance was returned to the republican and local budgets. By the end of the reporting year, 10,403 applications had been funded with payments totaling KZT 9.7 billion to support large families, families raising children with disabilities, orphans, and persons with disabilities (Groups 1 and 2).
Since 2023, the Bank has been implementing the state-run With a Diploma to the Village program. Within the framework of this program, the Bank has developed a remote application submission system for professionals in healthcare, education, social welfare, culture, sports, the agro-industrial sector, and civil servants working in rural akimat administrations, who relocate to live and work in rural settlements. In addition, a personal account interface has been created for local authorities to manage submitted applications. To improve customer service and increase the digitalization of public services, the entire application process was fully transitioned to an online format. This transformation helped save time for professionals in education, healthcare, and agriculture, as well as for local government administrators processing applications for budget loans aimed at rural development. As of 1 January 2025, a total of 6,970 loans amounting to KZT 45.6 billion had been issued, with 3,263 of them issued in 2024 totaling KZT 26.1 billion.
In 2024, the Bank became the authorized operator of a major national initiative – National Fund for Children -and approved its Concept and implementation measures. The program began in January 2024. Under this initiative, every child citizen of the Republic of Kazakhstan born in 2006 or later is allocated 50 % of the investment income from the National Fund annually. In 2024, the amount allocated per child exceeded USD 100. A total of USD 4.229 million was credited to the accounts of 43,591 children across Kazakhstan.
Additionally, starting in early 2024, the Bank became a participant in the AQYL State Educational Savings System, aimed at supporting citizens with educational expenses. The Bank began offering the AQYL educational savings deposit, fully protected and guaranteed by the state. Under this project, citizens of Kazakhstan are provided with the opportunity to systematically save for vocational and higher education both in Kazakhstan and abroad, with annual interest rates ranging from 9.5 % to 12 % (EAR 10.1-13.1 %), depending on the deposit term, along with an annual government bonus of 5-7 % (capped at 100 MCI) based on the depositor’s social category. This product provides social support to certain population groups, such as orphans, children without parental care, persons with disabilities, and children from large and low-income families. Since the launch of the AQYL project and as of 1 January 2025, the Bank has opened more than 70,220 deposits, demonstrating strong public demand for this financial product.
