Procurement Practices
The Bank is committed to ensuring transparency and efficiency in its procurement procedures, which are carried out in accordance with the Act of the Republic of Kazakhstan “On Procurement of Certain Entities in the Quasi-Public Sector” and the Rules for Procurement by Certain Entities in the Quasi-Public Sector, with the exception of the Sovereign Wealth Fund and its affiliates under the Ministry of Finance of the Republic of Kazakhstan. Information systems are actively used to automate the organization and execution of procurement procedures, including price quotation requests and open tenders.
The Bank’s procurement activities are guided by the following principles:
- optimal and efficient use of funds allocated for procurement;
- openness and transparency of the procurement process, with due regard for suppliers’ rights and/or legal interests in protecting trade secrets (until tender results are announced);
- fair competition among potential suppliers and prevention of collusion among procurement participants;
- accountability of procurement participants;
- prevention of corrupt practices.
- support for domestic manufacturers of goods, and domestic providers of works and services, to the extent that such support does not conflict with international treaties ratified by the Republic of Kazakhstan;
- procurement of innovative and high-tech goods, works, and services;
- equal opportunities for all potential suppliers to participate in procurement procedures, except in cases specified by law;
- respect for intellectual property rights contained in the procured goods.
The Bank procures goods and services from a wide range of state-owned enterprises. These procurements are typically small in scale and conducted on a commercial basis. Selection criteria for potential suppliers of goods, works, and services are applied in accordance with the laws of the Republic of Kazakhstan.
As a result of the procurement procedures carried out in 2024, a total of 759 contracts were signed. The total value of these contracts amounted to KZT 13,278,584 thousand (excluding VAT: KZT 12,080,052 thousand), with 1,679 budget line items executed. The total savings from all procurements conducted amounted to KZT 386,648 thousand; however, these savings are reallocated and reused throughout the year to meet the Bank’s additional needs. The local content share in procurement during the reporting period was 64.2 % (the amount executed according to reports as of 01.01.2025 stood at KZT 14,972,589.3 thousand).
