Вы можете использовать часть своих пенсионных накоплений в Едином накопительном
пенсионном фонде (ЕНПФ) на улучшение жилищных условий.

To do this, you need to:

  • Find out the amount of pension savings available for use on the UAPF website
  • Select the purpose for which the required amount will be used and submit an application on the platform
  • Open a special account in «Otbasy Bank» (even if you are a client of the bank) through the Otbasy mobile application bank or video bank
  • Get approval and direct the required amount to the chosen goal
HOW TO KNOW THE AVAILABLE AMOUNT?

The available amount – is the amount of retirement savings above the sufficiency threshold that you can use.

The sufficiency threshold – is the minimum required amount of pension savings in the UAPF to pay a pension upon reaching retirement age.

For example, if you are 35 years old, your pension account has accumulated 7 000 000 tenge, then your:

HOW CAN I USE MY PENSION SAVINGS?

Use your pension savings yourself and/or, if your funds are insufficient, accept the pension savings of a close relative or spouse. Close relatives are parents, children, adoptive parents, adopted children, full/ half siblings, grandfather, grandmother.

Transfer some or all of your savings to a close relative or spouse. You can transfer to multiple recipients. You can transfer the remainder of your savings even if you have already used the bulk of your pension funds.

IMPORTANT! The receiving party must be authorized on the UAPF platform before you select this purpose, for the correct formation of the bilateral agreement.
You can use the pension savings of your spouse, close relatives (with their consent) for any of the purposes listed below.
FOR WHAT PURPOSES CAN THE AVAILABLE AMOUNT BE USED?
We remind you that documents confirming the intended use of funds (UAPF) must be provided:
• to improve housing conditions - within 20 (valid from 12.11.2021) business days,
• for treatment - within 45 business days from the date of transfer of funds from the UAPF to your account.

Acquisition of housing in ownership through civil law transactions (final settlement)

You can buy an apartment, a private house, a room in a dormitory. Housing can be purchased on the primary or secondary market, as well as in a building under construction through shared participation in housing construction that has a guarantee in accordance with the legislation of the Republic of Kazakhstan, exchange, In case of insufficient amount of one-time pension payments for the purchase of housing, it is allowed to attract funds from other sources (one-time pension payments + own and (or) other funds), while the amount of one-time pension payments will be paid only after all payments have been made.

Partial repayment of mortgage housing loan debt (including through Islamic bank financing)

You can partially repay the debt of a mortgage housing loan for the purchase of housing, housing with repairs within the framework of one bank loan agreement received from any bank or mortgage company. Also, you can repay a mortgage loan received under the housing construction savings system, issued for the construction of an individual residential building, including the purchase of a land plot with the intended purpose of personal subsidiary farming or individual housing construction.

Full repayment of mortgage housing loan debt (including through Islamic bank financing)

If you have entered into a lease agreement with the right to purchase within the framework of housing construction and anti-crisis programs, then you will be able to partially pay off the debt under long-term housing lease agreements using one-time pension payments within the framework of this purpose.

Construction of an individual residential building (if you own a land plot)

You can build an individual residential house (if you own a plot of land with a designated purpose - individual housing construction or personal subsidiary farming) using one-time pension payments or using a total amount consisting of your own funds and one-time pension payments.

Obtaining a mortgage housing loan under the housing construction savings system in «Otbasy Bank»

You can buy an apartment, a private house, a room in a dormitory. Housing can be purchased on the primary or secondary market. Also, within the framework of one bank loan agreement, you can purchase housing with repairs, build an individual house (including the purchase of a land plot with the intended purpose of personal subsidiary farming or individual housing construction).

Making a down payment to obtain a mortgage housing loan for the purchase of a home and/or a home with renovation within the framework of one BLA (including within the framework of financing by an Islamic bank)

In case of insufficient amount of one-time pension payments for the purchase of housing, it is allowed to attract funds from other sources (one-time pension payments + own funds), while the amount of one-time pension payments will be paid only after all payments have been made.

Acquisition of a land plot into ownership through civil law transactions with a designated purpose - individual housing construction or personal subsidiary farming (final settlement)

You can purchase a plot of land (with the intended purpose of personal subsidiary farming or individual housing construction) using one-time pension payments or using a total amount consisting of your own funds and one-time pension payments for the subsequent construction of an individual residential building.

Refinancing of a mortgage housing loan under the housing construction savings system

You can refinance in JSC «Otbasy Bank» mortgage housing loans issued by other banks for the purchase of housing (including with repairs), construction of an individual residential building (including the purchase of a land plot. The list of documents required to confirm the purpose: a certificate signed by an authorized person of the bank, mortgage organization. The certificate is valid for 15 working days from the date of issue.

You can build an individual residential house (including purchasing a land plot with the designated purpose of a personal subsidiary farm or individual housing construction) using one-time pension payments or using a total amount consisting of your own funds and one-time pension payments.

You can select a goal, upload the necessary documents, submit an application and monitor its status on the portal.
To submit an application, you must log in to the portal using a valid electronic digital signature (EDS) of an individual.

Pension payments in a special account will be maximally protected; they cannot be written off as part of any other debt obligations of the applicant.
