Amendments have been made to the Rules for using lump-sum pension payments to improve housing conditions, approved by the Ministry of Industry and Construction of the Republic of Kazakhstan.
These amendments concern the purpose for which pension savings above the minimum sufficiency threshold may be used: partial or full repayment of debt at second-tier banks.
From 17 April 2026, when making partial or full early repayment of a mortgage loan at second-tier banks using pension savings above the minimum sufficiency threshold, only the principal debt may be repaid. Interest and other loan liabilities included in the monthly payment must be paid with the borrower’s own funds.
From 17 April 2026, to confirm the use of lump-sum pension payments for partial or full repayment of debt at second-tier banks on the enpf-otbasy.kz platform, a new form of certificate confirming outstanding loan debt and indicating the principal debt balance must be attached.
Otbasy Bank has already sent the relevant letters to second-tier banks regarding the need to issue their clients certificates confirming outstanding loan debt with the principal debt balance indicated.
The new form of the certificate confirming outstanding loan debt is attached.
