  • Recipients of housing benefits will be able to purchase their own housing by participating in the housing construction savings system

    In order to become a participant in the housing construction savings system, you need to open a special deposit in Otbasy Bank and after a certain period receive a loan at a rate of 3,5% (AEIR from 3,6% to 4,4%) to 5% per annum (AEIR from 5,1% to 6,9%)

    Once a housing benefit recipient has saved 50% of the cost of their home, they can apply for a housing loan at the lowest interest rate in the country.
    Housing payments can be used both for rent and for savings in Otbasy Bank. Housing can be purchased in any city in the country.

    Otbasy Bank protects special deposits

    Otbasy Bank is the only bank in which special deposits have a special status and a guarantee of inviolability.

    Housing payments:

    • Not subject to withdrawal to the budget
    • Cannot be the subject of collateral, with the exception of preliminary / interim loans Otbasy Bank
    • They cannot be seized for other obligations of the owner of this account.
    • Another second-tier bank cannot issue payment demands for this money to pay off overdue debt on issued loans.

    Housing payments are transferred to a personal special account opened in Otbasy Bank.

    To open a personal special account and deposit you need:

    • Identity card
    • Certificate of the recipient of housing payments (issued by the Housing Commission at the place of service)
    • Tripartite agreement on housing payments (issued by the employer)

    2. Open a special deposit

    In order to use housing payments as savings and receive bank remuneration and state bonuses on them, you need to open a special deposit to which housing payments or part of them will be transferred from a personal special account.

    Identity card

    Preliminary loan

    Preliminary loans for the purchase of primary housing, including under a shared participation agreement, are provided immediately, without the stage of accumulating a deposit.

    • Interest rate - 8% (AEIR from 8,2% to 9,4%)
    • Loan term - up to 8 years

    Bridge loan

    Bridge loans for primary/secondary housing, including under a shared participation agreement, and for housing construction (including the purchase of a land plot) are provided immediately upon deposit of 50% of the loan amount - in one lump sum or in parts.

    • Initial payment - 50%
    • Interest rate - 6% (AEIR from 6,2% to 6,6%)
    • Loan amount - up to 100 000 000 tenge
    • Loan term - up to 25 years

    If the monthly payment amount (on the date of acceptance of the loan application) is greater than the housing payments, proof of income is required.

    Housing loan

    To receive a housing loan at a rate of 3,5% per annum (AEIR from 3,6% to 4,4%) to 5% per annum (AEIR from 5.1% to 6.9%), a bank depositor - recipient of housing payments - must accumulate 50% of the cost of housing in an account at Otbasy Bank.

    What documents are needed to obtain a loan?

    Borrower's documents:

    • Identity document of the client and the client's spouse
    • Marriage/Divorce Certificate
    • Birth certificates of children

    Documents on the borrower's income:

    • Salary certificate indicating all deductions (for six consecutive months preceding the loan application)
    • Statement of pension contributions of the client and spouse from EGOV (for six consecutive months preceding the loan application)
    • Client's credit history (provided at EGOV or PSC)
    • Information on the amount of housing payments for six consecutive months preceding the submission of the loan application: a document (statement) from the Bank/Trading Bank from the special account of the recipient of housing payments, or in a certificate (document) on wages, or in a certificate on the recipient of housing payments

    Documents required for home improvement loans:


    Estimate of expenses for repair and construction works (according to the Bank template)

    Title documents for the property to be renovated (the property must be registered to the recipient of housing payments)

    Photos of the object before and after renovation (color, 6 or more pieces, size not less than 10x15)

    Documents required for mortgaged property:

    • Independent Appraiser's Valuation Report
    • Title documents for the property provided as collateral (purchase and sale agreement, exchange, gift, acceptance certificate)
    • Document confirming payment for the appraisal report
    • Technical passport for the property provided as collateral/certificate of private ownership

    Seller's documents:

    • Documents certifying the identity of all owners of the collateral
    • Marriage certificate and spouse's identity card (if available )
    • Certificate of registered rights (encumbrances) on real estate and its technical characteristics from EGOV (valid for 3 months )
    • Certificate of registered rights (encumbrances) to a land plot from EGOV

    The bank reserves the right to request additional documents.

    Например, майор, служащий в Астане, недавно женился, и пока молодая семья не имеет детей. Жилищные выплаты будут начисляться в размере 98 784 тенге - из расчета 49 392 (сумма жилищной выплаты в Астане) тенге на 1 человека.

    Если эта семья пожелает сразу взять кредит, без первоначального взноса, то банк сможет выдать заем 9 700 ООО тенге.

    На 9 700 ООО в Астане можно купить лишь однокомнатную квартиру. Но на перспективу для молодой семьи этого недостаточно.

    Но если вы будете копить жилищные выплаты на счете в банке, то через несколько лет сможете претендовать на займы, позволяющие купить квартиру большей площади.

In the event of failure by the borrower to fulfill obligations under the Bank Loan Agreement (hereinafter referred to as the Agreement), the Bank shall have the right to:
  1. To charge penalties (fine, interest) in accordance with the terms of the Agreement;
  2. To recover funds available in the borrower's bank accounts;
  3. Transfer the debt to a collection agency for pre-trial collection and settlement;
  4. Apply to the courts with a statement to recover the debt from the borrower under the Agreement.
