    Housing can only be purchased in the region where you are on the waiting list at the by local executive bodies (Akimat).
    What is counted as income?

    You can get a loan only if you have a primary income. The primary income is income from work and/or entrepreneurial activity.

    If your main income is not enough, you can include additional income in the calculation.

    The main income is:

    Wages
    Income from individual entrepreneurship
    Income under a contract for the provision of services for a fee
    Housing payments
    Scholarship for employees of organizations studying in educational institutions

    Additional income is (if there is a main income):

    Pension and pension contributions
    Environmental payments
    State social benefit for disability
    State social benefit in case of loss of breadwinner in the family
    Allowance for raising a disabled child in a family whose members participate in the program
    Benefits for large families/mothers
    Benefits from an employer or an insurance company, assigned for life/indefinitely in the event of the employee's loss of ability to work
    Other benefits are not counted as income
    How to attract a co-borrower ?

    If your income is insufficient, you can attract up to 2 co- borrowers .

    How to get housing under the program?
    1. Be on the waiting list at the akimat.
    To do this, you need to contact the Akimat and get in line.
    2. Conclude an agreement on housing savings.
    This can be done at any branch of Otbasy Bank or by calling a consultant at any time and place convenient for you. You can call a consultant on the website www.hcsbk.kz in the section "Your consultant" or by calling 300 from a mobile phone (free call).
    To conclude the contract, you must have an identity document with you.
    3. Choose housing.
    At this stage, you must submit an application for participation in objects sold on the real estate portal otbasybank.kz, then you must undergo a solvency assessment.
    4. Make a down payment.
    The minimum down payment is 10% of the loan amount. You can deposit money at branches, via Internet banking, Otbasy Bank payment terminals or via Internet banking and payment terminals of the bank's partners.
    Please note: bank consultants do not accept deposits.
    5. Pass the solvency assessment.
    To do this, you need to provide the following documents to Otbasy Bank:
    • identity cards of adult family members and birth certificates of children
    • сmarriage or divorce certificate
    • documents confirming income for the last 6 months, including for the spouse, as well as for the co-borrower, if necessary
    Whether you have loans or not can affect your ability to pay.
    If you have overdue payments on other loans, we recommend that you pay them off.
    6. Conclude a purchase and sale agreement with the seller.
    After receiving approval, you need to sign a purchase and sale agreement with the LEB at a notary, obtain consent for the pledge from your spouse (if necessary) and submit it to the Bank.
    7. Get a loan.
    Conclude a bank loan agreement and register the collateral at the Public Service Center or with a notary. After which the loan is issued.
    8. Move to your new apartment or house!

    Attention! The bank has the right to request additional documents if necessary in accordance with the legislation of the Republic of Kazakhstan, internal documents and terms of the program.

  • List of required documents for passing the qualification in the direction of "2-10-20" from the "State Housing and Communal Development Program of " Concept for the development of housing and communal infrastructure for 2023-2029

    General documents:
    1) application form for a loan (credit application);
    2) a copy of the identity document of the candidate/ co-borrower , spouse of the candidate/ co-borrower *;
    3) a copy of the marriage certificate (divorce certificate) of the candidate/ co-borrower , or a court decision on divorce that has entered into force*;
    4) consent of the subject of the credit history to provide information about him/her to credit bureaus and to issue a credit report to the recipient of the credit report of the candidate/ co-borrower (requested from the Bank);
    5) an application from the candidate ( co-borrower ) to grant the Bank the right to receive information from the State Corporation on the status of the pension savings of the candidate/ co-borrower;
    6) documents on income, in accordance with the requirements of the Bank;

    To pass the Qualification, Candidates who are individual entrepreneurs working under a simplified declaration additionally require documents in accordance with the Bank’s requirements.
    *Copies of documents are made by a front office employee from the submitted originals. Along with the original documents, it is allowed to provide documents obtained through an Internet resource (the official Internet resource of the Government www.egov.kz) or through other official electronic sources of information, which are equivalent to the original documents.

    Additional documents:
    1) LEB document (when submitting applications from 11.08.2020, information is requested directly from the Bank):
    - confirming the candidate's status (mothers with many children, awarded with the pendants "Altyn Alka", "Kumis alka" or those who have previously received the title of "Mother Heroine", as well as those awarded the orders of "Maternal Glory" of the 1st and 2nd degrees, belonging to large families, single-parent families or families with or raising disabled children),
    - confirming the name of the property and the number of the purchased housing, if the local executive authority independently submitted finished properties or housing units for sale;
    - containing the validity period of the document. If the validity period is not specified, the date of the document must be no earlier than 12 (twelve) months before the date of acceptance of the loan application.

    For collateral:
    2) copies of documents certifying the identity of the co-owners of the provided collateral;
    3) copies of title and identification documents for the property provided as collateral;
    4) a copy of the certificate of acceptance into operation of non-residential premises (in the event of removal of real estate from the housing stock) or a document confirming the removal of real estate from the housing stock.
    5) notarized consents/applications for security. May be provided both at the stage of consideration of the collateral by the Bank and after the conclusion of the purchase and sale agreement.
    6) a certificate of registered rights (encumbrances ) to real estate and its technical characteristics, as of the date preceding the date of filing the application for a loan no more than 90 (ninety) calendar days;
    7) assessment report;
    8) a copy of the document confirming payment for the Appraisal Report (if the Bank received the Appraisal Report not from the Appraiser’s Office).



В случае невыполнения заемщиком обязательств по Договору банковского займа (далее - Договор) Банк вправе:
  1. Начислять неустойку (штраф, пени), в соответствии с условиями Договора;
  2. Обратить взыскание на деньги, имеющиеся на банковских счетах заемщика;
  3. Передать задолженность на досудебное взыскание и урегулирование коллекторскому агентству;
  4. Обратиться в судебные органы с заявлением о взыскании с заемщика задолженности по Договору.
