Product line

Terms of the tariff program "Educational cumulative contribution "AQYL" - effective from February 01, 2024.

Advantages of the accumulation and lending system in our bank:

1. KDIF guarantee - all deposits are paid off by the bank insured by the state;
2. Independence - deposits in our bank are independent of market fluctuations due to the closed nature of the system;
3. Affordability - low interest rates on loans;
4. Benefit - the state's premium and tax benefits upon repayment of loans;
5. Stability - our loan rates do not change
(except for the transition from a preliminary/interim loan to a housing loan).
 

* KFGD Guarantee - All deposits at Otbasy Bank are insured by the Kazakhstan Deposit Insurance Fund.

The maximum guarantee amount is:
• For deposits in the national currency (current accounts, term deposits), excluding savings deposits – no more than 10 million tenge;
• For cards, accounts, and deposits in foreign currency (in equivalent at the exchange rate set on the date the participating bank loses its license) – no more than 5 million tenge.

If a customer holds multiple deposits in different types and currencies at the Bank, the combined balance across all deposits is guaranteed, but not exceeding the maximum guaranteed compensation amount of 20 million tenge, considering the limits for each type of deposit.

DEPOSITS

The Baspana tariff program

All savings in deposits in Otbasy bank are made only in the national currency - tenge.
New deposits are opened under the deposit program «Baspana».
Deposits opened in our bank under the previously effective tariffs are serviced by Otbasy Bank under
the terms and conditions specified in the agreement.
1. Processing fee no deposit is charged in Otbasy Bank.
2. Accumulation periods for deposit - from 3 to 15 years.
3. The effective deposit rate of Otbasy Bank is up to 14.4% per annum. It consists of the bank's remuneration of 2% and the annual state award in the amount of 20% of the amount of savings in the account up to 200 MCI.
4. After reaching the the value of the assessment score equal to or greater than 16, the depositor can expect to receive a housing loan.

The monthly contribution is calculated taking into account the contractual amount and the contribution coefficient according to the formula:

The assignment is gratuitous

1.     1.The assignment is carried out in the Bank's branches between the following family members and relatives: spouse, parents, children, adoptive parents, adopted siblings, full and half siblings, grandparents, grandchildren, full and half siblings of parents, cousins and grandparents, cousins and aunts, cousins and siblings, nephews and nieces.

2.     The assignment is carried out in the Internet banking system between the following family members and relatives: spouse, parents, children, adoptive parents, adopted brothers and sisters.

3.   Assignment is allowed if there are savings in the account in the amount of at least 50 (fifty) MCI, with the exception of cases of universal succession upon the death of the depositor and upon a court decision that has entered into force.

4. Assignment is not allowed for the «ARNAU» deposit.

5. Assignment of deposits with the «Zhas Otbasy» attribute is allowed only between spouses.

Division

Dividing is allowed only in the following cases

1.   when the right of ownership arises by inheritance; 

2.   by a court decision that has entered into legal force; 

3.   subject to mandatory termination of one of the new deposits on the day of division; 

4.   when dividing a deposit into 2 (two) deposits for the purpose of receiving a housing, intermediate, preliminary loan on one of the deposits on the day of submitting a loan application for receiving a housing, intermediate, preliminary loan on one of the deposits; 

5.   when reducing the loan amount of the loan application.

At the same time, according to paragraphs. 3, 4, 5 the following conditions must be met:

- division of the deposit is provided to one Depositor no more than 1 (one) time within 12 months;

- the contractual amount of each deposit as a result of the division operation must be at least 500 MCI;

- the state bonus is distributed proportionally to the divided deposits, the assessment indicator is calculated separately for the divided deposits;

- division is permitted if there is a minimum amount of savings in the account in the amount of 50 (fifty) MCI.

Division of special deposit

It is allowed to divide a special deposit into 2 (two) in the following cases:

1. Division in the presence of own savings into a HSS contract with own savings and a special deposit.

2. Division of a special deposit containing only housing benefit amounts.

Dividing the amount of housing benefits is possible only after dividing the deposit into own savings and housing benefits.

Mandatory conditions:

- the contractual amount of each contribution as a result of the division operation must not be less than 500 MCI;

- the state premium is distributed proportionally to the divided deposits, the valuation indicator is calculated for the divided deposits separately;

- division is possible for no more than two deposits;

- division of a special deposit accumulated only at the expense of housing benefits or formed as a result of division into own funds and housing benefits is possible once during the entire period of existence of such a deposit.

The deposit formed as a result of division with the amount of own funds is subject to the condition of clause 16 of the Product Line.

Transition to Baspana Tariff Program

Not allowed under the Tariff program «Savings».

Early termination of the HCS contract

Savings may not be claimed other than for the purpose of improving housing conditions as defined by the Law of the Republic of Kazakhstan «On Housing Construction Savings in the Republic of Kazakhstan», except for persons dismissed from service.

Division

The division of the deposit shall be made prior to the disbursement of the housing mortgage loan if:

1. on the deposit of own funds + OTPP, it is allowed to divide the deposit into OTPP and own funds;

2. 100% of the OTPPs are placed on the HCS deposit and there are no own funds, then division is envisaged no more than once a year (only if the OTPPs are used for the intended purpose);

3. on the HCS deposit own funds under the Bank's Program «Zhas Otbasy» + OTPP, division of the deposit into OTPP and own funds is allowed only in the following cases:

- when ownership rights arise by way of inheritance;

- by a court decision that has entered into force;

At the same time, the attribute «Zhas Otbasy» on the deposit with its own funds is retained.

A deposit with own funds formed as a result of division is subject to the terms of paragraph 16 of Chapter 3 of the Product Line.

Consolidation

Consolidation of HCS deposits with the OTTP attribute is allowed for the purpose of subsequent lending if:

1. HCS deposits with OTTP attribute belong to one depositor;

2. HCS deposits without OTTP attribute are merged with HCS deposits with OTTP attribute, and the OTTP attribute is set on the HCS deposit.;

3. HCS deposits with the sign of housing payments are combined with HCS deposits with the sign of OTTP.

Termination

Termination of HCS deposits with OTTP attribute:

1. when applying for a housing loan;

2. when returning the OTTP to the UAPF in accordance with the requirements of OTTP Rules 2-1 ;

3. upon the decision of the Bank's client to return the OTTP to the UAPF.

Universal succession

In case of death of the depositor, the OTTP is subject to return to the UAPF, which are inherited in accordance with the procedure established by the legislation of the Republic of Kazakhstan.

2-1 Rules for the use of one-time pension payments to improve housing conditions in accordance with the legislation of the Republic of Kazakhstan, approved by Order of the Minister of Industry and Infrastructural Development of the Republic of Kazakhstan dated January 21, 2021 № 24.

For HCS contracts concluded before 01.11.2016, for which no other form of amendments to the HCS contract is expressly provided for, deposit servicing operations are carried out on the basis of the depositor's application and the concluded additional agreement to the HCS contract.

FAMILY PACKAGE

Do you care about the future of your dear relatives? Increase your family's income on deposits from the bank by opening a deposit within the framework of the “Family package”! It can be used for all members of your family - spouse, parents, children, siblings.
WHAT IS THE MAIN ADVANTAGE OF A FAMILY PACKAGE?
If you open a deposit for each family member, then the state premium will be credited to each open deposit, but if you open several savings accounts for one person, then the state premium will be credited to only one of them.

ARNAU CHILDREN'S DEPOSIT

Interest rate: 2% per annum (AERR from 2% to 6% per annum )
Accumulation period: from 10 years, maximum – up to 15 years.
Loan term for deposit holders: from 6 months to 10 years
Loan rate at the end of the accumulation period: 2% per annum (AERR from 2.1% to 3.3%)
Annual state bonus: 20% (for the amount of savings for the year up to 200 MCI)
Deposit opening fee: 0%
It is necessary to accumulate 50% of the contractual amount on the Arnau deposit during the minimum 10 years and achieve
an Estimated Indicator (EI) of 48. And then a deposit holder can issue a housing loan for
the purchase of housing at a rate of 2% per annum.
The loan is issued only to the adult owner of the deposit, that is, the child must be at least 18 years old
and older.
IMPORTANT TO KNOW!
The «Arnau» Deposit cannot be divided*, assigned or combined (e.g. into a Family Package);
«Arnau» deposit cannot be transferred from other tariff programs.

* The division of the «Arnau» deposit is only permitted:

  • in case of arising of ownership right in the order of inheritance;
  • by a court decision that has entered into legal force;

however, the successor is not entitled to the preferential terms of the «Arnau» deposit

DEPOSIT FOR YOUNG FAMILIES "ZHAS OTBASY"

The accumulation period is at least 1 year.
During the accumulation period, the IE should be not less 5.
At the time of submitting a loan application, you need to accumulate or deposit 50% of the amount of the purchase of a dwelling and reach the minimum value of the estimated indicator of 5.0
At the time of opening the deposit, your marriage should not be more than five years (according to the marriage certificate).
ADVANTAGES
There are no age restrictions for spouses!
Two years after receiving the loan, the rate is reduced to 5% per annum (AERR from 5.1% to 6.9%) after switching to a housing loan.
You can open deposits for both spouses, combine them into a Family package* and receive a DOUBLE premium from the state!
* Only spouses can participate in the Family package for the "Zhas Otbasy" product.

You can switch to another Otbasy bank program and your deposit remains, but its terms and conditions are canceled
You can have multiple deposits, but only one deposit with the «Zhas Otbasy» attribute
Each spouse can have their own «Zhas Otbasy» deposit
Assignment of «Zhas Otbasy» deposits is only allowed between spouses
The division of deposit under «Zhas Otbasy» product is allowed only in two cases:

Housing loan - a lending program that allows you to get the most profitable loan with a rate of 3.5 to 5% per annum for improving housing conditions (with the exception of the Bakytty Otbasy program and the Arnau deposit, for which the interest rate on the loan is 2% per annum).

INTERIM LOAN

An interim loan is provided to the Bank's Deposits holders who already have 50% of the contractual amount in their account and have reached the minimum value of the estimated indicator of 5.

Obtaining interim loans is possible if the following conditions are met:

  • availability of HCS savings in the amount of at least 50 % of the contractual amount;
  • achieving the minimum value of the estimated indicator – 5;
  • providing the necessary collateral that meets the requirements of the Bank;
  • confirmation of the customer's solvency, according to the Bank's internal documents.

Interim loans, depending on the repayment method, are divided into the following types:

The maximum loan amount – KZT 100 million - is set collectively for the borrower and the person associated with him.

INTERIM LOANS FOR HOUSING REPAIRS FOR EXISTING BORROWERS OF THE BANK

The program applies to existing borrowers of the Bank who have issued loans for the purchase of housing (regardless of the type of collateral (real estate, property law, guarantee of an individual)). The main condition is that the repair and modernization of the dwelling should be carried out in a dwelling previously purchased by the borrower at the expense of a loan from Otbasy Bank. Lending under this program is allowed only once.

ПFor a loan issued for the purchase of housing under construction, including secured by property rights, a loan for housing repairs can be issued only after registration of ownership in the name of the borrower/ borrower's spouse). The restriction on granting a loan for repairs only after registration of ownership of a dwelling does not apply to loans issued under a cooperation agreement between the Bank and an organization providing housing repair services.

The size of the bridge loan is calculated taking into account the following conditions:

  • the amount of the monthly payment (as of the date of acceptance of the loan application) cannot be greater than the amount of current housing payments received;
  • if the amount of the monthly payment (at the date of acceptance of the loan application) is greater than the amount of current housing payments received, it is necessary to confirm income in accordance with the requirements of the Bank's internal documents.

THE PROGRAM FOR YOUNG FAMILIES "ZHAS OTBASY"

A loan program for the purchase and repair of primary/secondary housing, including under an equity participation agreement, and for housing construction (including the purchase of a land plot).

Credit conditions:

  • accumulation of at least 50% of the contractual amount at the time of submitting the loan application;
  • achieving an estimated score of at least 5 at the time of submitting a loan application;
  • the deadline for submitting a loan application is not earlier than 1 year from the date of conclusion of the HCS agreement with the sign "Zhas otbasy".

A preliminary loan - a type of housing loan from the Otbasy Bank, which gives depositors the opportunity to quickly take out a loan for the purchase of housing with a delay on the principal debt. During this period, the borrower will pay a monthly payment consisting of two parts. The first part will be used to pay for the loan, and the second part will be used to replenish the deposit. When it accumulates the amount of the initial payment up to 50%, the borrower will switch to a housing loan. This means that the money accumulated in the savings account will be used to repay the loan, and the loan rate will decrease from 3.5% (AERR from 3.6% to 4.4%) to 5% (AERR from 5.1% to 6.9%), depending on the estimated indicator (according to Bakytty Otbasy - 2% per annum (AERR from 2% to 2.1%)).

The maximum amount of a preliminary housing loan - 50 million tenge is set collectively for the borrower and the person associated with him/her.

What do I need for a pre-loan?

The purpose of the loan:

- purchase of primary housing, including under an equity agreement;
- purchase and repair of primary housing, including under an equity agreement.

The amount of the pre-loan is calculated taking into account the following conditions:

  • the amount of the monthly payment (as of the date of acceptance of the loan application) cannot be greater than the amount of current housing payments received;
  • if the amount of the monthly payment (at the date of acceptance of the loan application) is greater than the amount of current housing payments received, it is necessary to confirm income in accordance with the requirements of the Bank's internal documents.
CORPORATE PROGRAM FROM 5% PER ANNUM (ANNUAL EFFECTIVE RATE FROM 5.2% TO 5.3%)

The "Corporatvnyi" program provides employees of companies with the opportunity to purchase housing on credit at favorable interest rates. The loan amount is formed from the funds of the Bank and the funds of the company of which the borrower is an employee.

The program is implemented for crediting waiting lists of LEBs (for categories of persons defined by subparagraphs 1-1), 1-2) of paragraph 1 of Article 67, subparagraphs 2), 3) of Article 68 of the Law of the Republic of Kazakhstan "On Housing Relations" who have income from labor and (or) entrepreneurial activity over the past 6 (six) months) for the purchase of housing on the primary market (social credit housing put into operation).
